Best free editing software for beginners

I’ve been diving into photography for a few months and I’m looking for some good free editing software. I want something user-friendly but still powerful enough to make small adjustments. I’ve heard a bit about GIMP and Photoscape. Has anyone found one that really stands out, especially for making precise edits without overwhelming a newbie like me?
